German civil-society organization researching and campaigning on automated decision-making (ADM) systems’ societal impact — the closest “Tech for Good NGO” analog to SINE in terms of scrappy, technically-literate advocacy, though AlgorithmWatch’s mode is investigation/advocacy rather than SINE’s build-infrastructure approach.
Org form & team
A German gGmbH (non-profit limited company) — not an e.V., a different legal form from most orgs in this research set. Small team: ~20–25 staff.
Financials — a striking growth trajectory
Annual revenue grew from €593,000 (2019) to €1.81 million (2023) — roughly tripling in four years. Donations remained only ~5% of the budget even by 2022 — the great majority of funding is institutional grants (foundations, EU programmes), despite AlgorithmWatch’s public-facing advocacy profile. In 2024, AlgorithmWatch hired a dedicated Head of Fundraising — concrete organizational evidence that donor/funding diversification is treated as a resourced strategic function, not an afterthought.
Flagship output — “Automating Society”
A recurring, citable report series co-produced with Bertelsmann Stiftung mapping automated decision-making systems across European countries — AlgorithmWatch’s visibility-multiplier artifact, analogous to Bertelsmann’s own “algo.rules.”
Tactics
Coalition-first advocacy (works through and with other civil-society coalitions rather than solo lobbying) and crowdsourced investigative campaigns — most notably OpenSCHUFA, a crowdsourced investigation into German credit-scoring agency SCHUFA’s algorithm, which generated significant press and regulatory attention disproportionate to AlgorithmWatch’s small headcount.
Strategic relevance to SINE
Shows that a ~20-25 person org can achieve outsized policy visibility through (a) a flagship citable report series and (b) a dedicated, resourced fundraising role — both currently absent from SINE’s public presence per the website-crawl dossier. See the Hypothesenpapier, Hypotheses H5 and H10.
