The barcode (UPC/EAN/GTIN) standards body since 1974 (rebranded “GS1” in 2005). GS1 Digital Link (ISO/IEC 18975) encodes GTIN+batch+serial+expiry into a resolvable web URL and is the dominant — though not legally mandated by name — carrier standard for EU Digital Product Passport QR codes; ESPR only requires a resolvable, globally-unique, ISO/IEC-18975- conformant URL, of which GS1 Digital Link is the dominant but not sole implementation. EPCIS 2.0 (2022) is GS1’s traceability event-messaging standard, now bridged to Digital Link identifiers.

Org form

GS1 Global Office, Brussels (AISBL under Belgian law); ~120 national Member Organizations (GS1 US, GS1 Germany, etc.) covering roughly 150 countries (figures inconsistent across GS1’s own materials). Acts as secretariat for ISO/IEC JTC 1/SC 31, formally linking its private standards work to the ISO system. CEO: Renaud de Barbuat.

Funding — the strongest verified figure in this entire research corpus

GS1 US Inc. (501(c)(6), EIN 36-2746754) reported FY2024 total revenue of $188,763,487 and net assets of $440,141,032, per its public IRS Form 990 (ProPublica Nonprofit Explorer) — the single most independently verifiable financial figure found across all competitor research, since it comes directly from a primary regulatory filing rather than press or self-report. GS1 Global Office’s own reported revenue was €30.66M (2021). Revenue model: fees for GS1 Company Prefixes and per-GTIN allocations scaled to company turnover (e.g. a single GTIN: $30 initial + $50/yr).

Governance

Global Standards Management Process (GSMP) — “created by industry, for industry,” with GS1 acting as neutral facilitator; standards ratified by the GS1 Management Board and published free once ratified (fees apply only to identifier allocation, not to the standards documents themselves).

Scale

Over 2 million user companies; more than 10 billion barcode scans per day (2024, up from ~6 billion/day in 2018–19).

Friction

Small-business fee complaints (e.g. Trustpilot reviews of GS1 US citing disproportionate renewal costs for small sellers).

Strategic relevance to SINE

GS1 is a genuinely fee-self-sufficient standards monopoly with balance-sheet scale comparable to a mid-cap company — a fundamentally different financial species from every other org researched, including SINE. It is the closest thing to a “mature, self-funding standards body” reference point available, and the clearest illustration that a transaction/identifier-fee revenue model (as opposed to grants, membership dues, or state subsidy) can eventually make a standards body durably independent of external funders. Also the incumbent SINE’s DPP work is most likely to interoperate with (via Digital Link), not compete against.

  • Interoperability profile — what Digital Link does and does not settle for the DPP debate. ⟨Inference: it supplies a resolvable, globally unique identifier scheme; the binding of the symbol to the physical object is the other half of the identifier problem, and it is not a standards problem.⟩
