Portfolio — read it twice

Auditing, Digital Transformation and IT Solutions, Legal Affairs and Insurance, Revision, and oversight of GIZ’s work in Africa.

⟨Inference: digital transformation, insurance, and Africa sit in one board mandate, held by someone who ran money at Allianz. If the insurance-first thesis holds — insurability precedes financeability, and the constraint is informational rather than capital (→ sources/discussions/2026-08-15-strategiegespraech-themenfelder.md) — then Herken is the single best-matched individual anywhere in the coffee MVC, and the match is structural rather than personal: it is her formal portfolio, not a stated interest. That makes it durable and checkable, which is the more useful kind of match.⟩

Career

  • Allianz Asset Management GmbH — Business Division Head.
  • Allianz Life (USA) — Member of the Board.
  • HPC (Hasso Plattner Capital) Germany GmbH — CFO.
  • Hertie School of Governance GmbH — Managing Director.
  • Earlier: World Bank (Washington DC) and EBRD (London).
  • Law studies in Germany, France and the US; MBA, Cambridge Judge Business School; Executive Education in Sustainable Finance and Investment, Yale School of Management (2022).

Status ⟨2026-08-18⟩

  • Named by Tell Münzing, with Ingrid-Gabriela Hoven, as one of the two GIZ board members who “will drive the finance link” of GIZ’s work. ⟨Tell Münzing, Slack 2026-08-18⟩
  • On her own bridging role: “I understand both worlds – the private sector and the public sector. That’s a great advantage, as we need both for effective cooperation.”
  • No relationship path from SINE to her is recorded. A hole — and given the portfolio match, the most valuable single relationship hole on the coffee map after the finance-sector names Tell has not yet supplied.

Adjacency

  • German and US insurance at board level (Allianz), i.e. the balance sheets that price climate risk and that the BIS/IAIS says are constrained by data infrastructure (→ coffee MVC §4). Note also GIZ’s existing MoU with Allianz Trade on export credit guarantees. ⟨2026-10-14 — what this adjacency is now adjacent to. The wiki has its first primary source from inside the industry, Sounding the Alarm, and it sharpens the entry in two directions. It gives the match a live controversy rather than a general theme — the protection gap and model-layer concentration are board-level questions at exactly the kind of firm Herken sat in. And it supplies a caution: the memo’s own account of how such questions are handled inside insurers is that “they barely make the top three most pressing issues being discussed”. An insurance background is therefore not by itself evidence of an insurance-climate interest. The portfolio match stays structural, which was always the argument for it; it does not become a thematic one, and an approach built on assuming otherwise would misread the room.⟩
  • Asset management, i.e. the agent side of the far principals.
  • Development finance institutions (World Bank, EBRD).
  • The Hertie School — German governance-policy networks.
  • GIZ’s Africa portfolio, which includes the coffee origins in play (Uganda, Ethiopia, Kenya).
