Japanese industry association, established 26 February 2021, “centered on members involved with the International Organization for Standardization Technical Committee 323 (ISO/TC323) and other parties”. More than 40 members (corporations, organizations and individuals) plus more than 10 advisors and research fellows. Stated aim: “to promote the development and implementation of circular business.”

Primary source: Proposal for Social Implementation of the Circular Value-Added Productivity (March 2026) — the Association’s own white paper. Everything on this page comes from that document unless marked.

What it is, structurally

⟨Inference: this is a standards-access organization before it is a trade body. Its founding population is defined by participation in ISO/TC 323; its named activities are survey research, lectures, exchange with institutions — and, concretely, the joint operation with the Japan Environmental Management Association for Industry (JEMAI) of a Study Group for International Strategy Concerning the Circular Economy Field and an ISO Standards Translation Committee, plus annual seminars on the state of ISO/TC 323. A translation committee is not an incidental detail: it is the mechanism by which a national industry reads and writes into an international standard.⟩

Study Group on Common Infrastructure Standards for Circular Business

The body that produced the white paper. Established 7 February 2025 at the proposal of AIST Solutions Co. (AIST’s subsidiary), and constituted as a “(confidentiality and consultation) committee … for specific members” of the Association.

Its adopted case study is, verbatim, “the common infrastructure standards for circular business proposed by the Hitachi-AIST Circular Economy Cooperative Research Laboratory … comprising data model standards for information on goods including quality information, as well as growth level assessment standards for circular business” — the latter being CVP.

⟨Inference: the data model standard is named as the other half of the same proposal and is not described anywhere in this white paper. For SINE that is the more interesting half — a data model for goods information including quality is the layer at which provenance and verifiability would live. Locating it is worth doing. See open tasks.⟩

⟨Inference: note also that the study group is constituted as a confidentiality committee. An industry body that must guarantee confidentiality to get its members to discuss a productivity metric is exhibiting the problem the metric then runs into — and the wiki’s own rule applies: confidentiality machinery in use implies a bargaining component. See coordination vs. bargaining failure.⟩

“and others.”

Audience members (i.e. ministries in the room, not voting): the Policy and Coordination Division, Environmental Regeneration and Resource Circulation Bureau, Ministry of the Environment; and the Resource Efficiency and Circular Economy Division / GX Policy Group / Innovation and Environment Policy Bureau, METI.

⟨Inference: Hitachi supplies three members and the observer, AIST and its subsidiary four more, and the two sponsoring ministries attend. Three of the four authors of the underlying CVP paper (Murasato, Hoshino, Den, Nakabayashi) sit on the study group that evaluated it. The white paper is candid about the provenance — “the H-AIST CE Lab. provided valuable materials and suggestions as the basis for discussions” — but it should be read as a coalition assembling around a proposal, not as an independent assessment of one. That does not make its findings wrong; it does mean the obstacles it records are the obstacles its proponents could not argue away, which is exactly why those are the load-bearing parts.⟩

Why it matters to SINE

  • It is the venue where CVP’s route to ISO 59011 / TC 323 WG3 and to WBCSD’s GCP is being planned — see the white paper page §4.
  • It has written down, in its own minutes, that disclosing numerator and denominator data within a value network “is difficult” and that the available answers are trusteeship and certification. That is a stated requirement with no instrument attached.
  • ⟨Inference: an association of 40+ members organised around a committee seat is a different kind of counterpart from a corporate CSO. Entry is through a contribution to a work item, not through a pitch.⟩

Who the association is, in person ⟨2026-10-16⟩

The Third Open Forum report has three of the association’s principals describing their own roles, and the overlap with ISO/TC 323 is total:

PersonAssociationISO/TC 323
Takashi NakamuraChairhead of Japan’s domestic (mirror) committee for TC 323
Kotaro Shimizu (Unit Head, Economic and Industrial Policy, Mitsubishi UFJ Research and Consulting)co-founder — established it “as a forum for developing CE standards that reflect the perspectives and needs of industry”contributor to ISO 59010 and ISO 59011, “which addresses value networks within the CE”
Yoshiaki Ichikawa (specially appointed professor, Shinshu University)chief coordinator of the International Collaboration and Standardization WG of METI’s Circular PartnersChair, WG2; worked on ISO 59010, now in the “reactivated working group … advancing discussions on two new standards in parallel”

⟨Inference: this changes what the association is in the wiki’s model. Not a trade body that submits to a committee, but the industry-facing room of the same committee — founded for exactly that purpose, by someone sitting in both. The route from a study-group proposal to an ISO 59011 annex is therefore short and internal. For SINE that is the asset and the barrier at once: entry is cheap in process terms and expensive in standing terms.⟩

⟨Inference: note the third affiliation in the table — Ichikawa also coordinates standardization for METI’s Circular Partners (800+ member organisations). Association, ministry initiative and ISO committee meet in one person.⟩

Open questions

  • Membership list and governance (not published in this document); legal form; funding.
  • The data model standard for goods information including quality information — identified as residual-value grading; still undocumented beyond a conference presentation.
  • Whether the Association has any position on data provenance or verification, as distinct from certification.
