Hosts and publishes the Partnership for Carbon Transparency (PACT) — including the PACT Methodology v3.0 (2025), a primary WBCSD-authored document (Foreword signed by Dominic Waughray, EVP WBCSD). Previously the wiki only knew WBCSD as a named actor in the Data Commons whitepaper’s flagship use case for Scope 3 carbon-data exchange, co-built with SINE Foundation; this is now a directly profiled entity. Also named in the Digital Product Passport page as a lead on industry-led exchange systems.
The partner structure around PACT ⟨2026-10-29⟩
PACT’s own Pathfinder Network Vision Paper (June 2022) states the arrangement in one sentence: “PACT is hosted by WBCSD and supported by its knowledge partner, McKinsey Sustainability, as well as its technology partner, SINE Foundation.” Three roles, named — host, knowledge, technology. The same paper lists 38 core collaborators by logo, among them Catena-X, the Japanese Green x Digital Consortium, CDP, EcoVadis, the Open Footprint Forum, SAP, Microsoft, IBM, Siemens, BASF, BMW, Shell and Unilever. ⟨McKinsey Sustainability has no page here; it appears in the wiki only through this designation.⟩
Role and framing (from the PACT Methodology v3.0 Foreword)
WBCSD hosts PACT, “a global initiative launched in 2020,” and frames its mission in explicitly urgent terms: 2024’s record temperatures make the climate crisis “our present reality,” net-zero pledges are no longer sufficient on their own, and Scope 3 emissions (often >80% of a company’s total footprint) are “one of the most powerful levers to accelerate decarbonization.” The Foreword ties this to concrete near-term regulation — naming the EU’s Carbon Border Adjustment Mechanism (CBAM, effective 2026) as a driver forcing companies to quantify value-chain emissions to remain compliant and competitive.
WBCSD positions PACT Methodology v3 as improving on v2 mainly through harmonization with GHG Protocol and ISO standards (reducing ambiguity, lowering the adoption barrier) and through materially expanded guidance on biogenic/land-related emissions — which the Foreword calls “a previously underrepresented 22% of global emissions.”
Scale claimed
Per the same document: 2,500+ companies engaged globally, participation from 150+ stakeholders (businesses, policymakers, standard setters), and collaboration with 11+ industry-specific initiatives.
WBCSD’s own self-description in the same document: “a global community of over 240 of the world’s leading businesses driving systems transformation for a better world in which 9+ billion people can live well, within planetary boundaries, by mid-century.”
Positioning relative to ICC / Carbon Measures
Per The Carbon Accounting Landscape Review (ICC, 2026), ICC/Carbon Measures claims the accounting layer above PACT’s exchange layer: PACT is credited with working data-exchange infrastructure, not with accountable, conserved quantities.
Circularity: GCP, CTI, and the CVP approach ⟨2026-10-16⟩
WBCSD’s circular-economy instruments are the Global Circularity Protocol (GCP, v1.0, 2025) — “a comprehensive protocol for measuring, managing, and disclosing companies’ CE performance” — and the Circular Transition Indicators (CTI v4.0, 2023) as its core indicator set, which “determine the measurement of circularity”. Circular Material Productivity (CMP) is also WBCSD’s — and, per the H-AIST research report, which cites CTI v4.0 as the source for CMP, it is an indicator within CTI v4.0 rather than a separate publication. ⟨Correction 2026-10-16: an earlier version of this section implied CMP was a third, free-standing instrument alongside GCP and CTI.⟩
The CE Association white paper (2026) describes WBCSD as “strengthening its role as a de facto industry standard–setting body through international frameworks formulated by corporate initiative”, and sets out a concrete plan: position CVP inside the GCP, combined with CMP and CTI Revenue, so that the protocol carries an economic dimension. Running in parallel, Japan’s Ministry of the Environment BRIDGE Initiative 3 feeds value-chain circularity indicators and corporate disclosure-scheme outcomes into the GCP under development.
The same paper’s appendix is, in passing, an external assessment of CTI: across 45 surveyed CE indicators, neither CTI nor ISO 59020/59040 supplies one with a “focus on cost and value added”. And in a remanufacturing case, CMP “remained largely unchanged” where CVP tracked operating profit.
The WBCSD route predates the study group. The
June 2025 H-AIST white paper
already states that “CVP can be integrated into the ‘Value the Loop’
module of CTI and complement ISO 59020 assessments” — a year before the
CE Association study group formed and before GCP v1.0 existed. That paper
also settles the abbreviation: CTI is WBCSD’s Circular Transition
Indicators, linked there as wbcsd.org/resources/circular-transition-indicators-v4,
with CMP and CTI Revenue as indicators inside it.
⟨Inference: the study group did not pick the WBCSD route; it inherited it, and added the standards-politics case (WTO/TBT, nontariff barriers) that the 2025 paper does not make. Note also the demotion of ISO between the two documents: in 2025 ISO 59020 is something CVP “complements”, in 2026 it is the primary target as an annex to ISO/AWI 59011.⟩
⟨Inference: this is the one venue in the CVP story where SINE already has standing. WBCSD hosts PACT, which SINE co-built, and SINE sits at the iLEAP conformance gate. The body a Japanese industrial coalition is planning to route its circularity metric through is the body SINE is already inside — by a different door, on the carbon side. Worth testing whether the GCP work stream and the PACT work stream touch at all, because if they do, the introduction does not need to be cold.⟩
⟨Inference: note also the asymmetry in how the white paper reads WBCSD versus ISO — ISO is pursued for legal force (WTO/TBT, non-tariff barriers), WBCSD for practice adoption. A standard body treated as de facto is one where membership and contribution, not national delegations, decide content.⟩
