Full title: “PACT Methodology — Methodology for Calculating and Exchanging Cradle-to-Gate Product Carbon Footprints (PCFs)”, Version 3.0. Published by WBCSD on behalf of the Partnership for Carbon Transparency (PACT). Supersedes PACT Methodology v2 (2023, then called “Pathfinder Framework”).
This is a primary WBCSD source, not a secondary reference to PACT as in the 2022 Data Commons whitepaper — the Foreword is authored and signed by Dominic Waughray, EVP WBCSD.
Why it was ingested
Martin Pompéry: to deepen the wiki’s documentation of WBCSD and the PACT methodology itself, independent of the Data Commons framing. Per Martin, the wiki’s documentation task extends beyond Data Commons — this document is treated as a standalone technical/strategy reference on carbon-data-exchange methodology, not merely evidence for Data Commons.
What the document covers
A full technical specification for calculating and exchanging product carbon footprints (PCFs), structured in six sections plus appendices:
- Introduction — the Scope 3 problem (often >80% of a company’s total footprint) and the business case, sharpened by incoming regulation (EU CBAM effective 2026).
- General setup — purpose, structure, terminology, summary of guidelines (what changed from v2).
- GHG emissions calculation — scope/boundary and full PCF calculation guidance (the bulk of the document).
- Creating integrity — data sourcing hierarchy, Primary Data Share (PDS), Data Quality Ratings (DQR).
- Verification — roadmap, SME accommodations, timing.
- Data Exchange — required data-exchange elements, the PACT Network, incorporating PCFs into Scope 3 calculations.
Plus a glossary (Appendix A) and four reference appendices (B: existing standards mapping, C: alignment to the upcoming GHG Protocol Land Sector & Removals Standard, D: elementary flow mapping, E: Scope 3 upstream accounting methods) — treated as reference material, not transcribed in depth into the wiki.
Key substantive content (detailed in dedicated pages)
- Methodology scope, boundary, and calculation rules → PACT PCF Calculation Methodology
- Data quality metrics (PDS, DQR) and the verification roadmap → PACT Data Quality & Verification
- PACT Network and organizational context → updated on Pathfinder Network
- WBCSD’s own role and framing (Foreword) → updated on WBCSD
Foreword framing (Dominic Waughray, EVP WBCSD)
- Positions 2024 as confirming the climate crisis is “present reality,” not a distant threat; frames net-zero pledges as no longer sufficient — “verifiable, near-term decarbonization” is now required.
- Names the EU Carbon Border Adjustment Mechanism (CBAM, effective 2026) as a concrete regulatory driver forcing companies to quantify Scope 3 emissions, not just an environmental nicety.
- Frames v3’s central improvement as harmonization with GHG Protocol and ISO standards (reducing ambiguity, lowering the barrier to adoption) plus expanded biogenic/land-emissions guidance, addressing what the Foreword calls “a previously underrepresented 22% of global emissions.”
- States PACT has “over 2,500 companies engaged globally” (Foreword) / “more than 2,500 companies have adopted PACT” with “participation from more than 150 stakeholders” and collaboration with “over 11 industry-specific initiatives” (closing section, page ~82).
Omissions (explicitly flagged to Martin during ingest)
Not transcribed into the wiki, treated as pure reference/lookup material: Appendix B (standards table), Appendix C (GHGP LSRS category mapping), Appendix D (elementary flow mapping), Appendix E (Scope 3 accounting method descriptions), the Bibliography, and the full Appendix A glossary (spot-checked only). The revision log (v2→v3 changes) was not read.
