Adjacency
Per Tell’s principle that people “provide adjacency that enables new alliances and innovation”:
- Rural and agricultural finance in the Sahel — the substantive adjacency, and the reason warrantage entered this strategy at all.
- WHH’s country network in ~37 countries, including Ethiopia, Kenya and Uganda (coffee origins, and Uganda a GIZ tender pilot country).
- The German development-institutional network at chief-executive level; WHH’s institutional donors include GIZ and KfW.
- ⟨Inference: also the most useful sceptic reachable right now. WHH has published critical commentary on corporate power in the digital agri-food system, so a data-governance proposition will be examined on its governance merits rather than accepted as technology. That is a feature for SINE, whose claim is precisely about governance.⟩
What he cannot supply
⟨Inference: mandate over money with any duration. WHH’s income is ~77% institutional and project-tied, so Mogge can convene, host and pilot but cannot commit multi-year finance — the same structural limit Tell named for both GIZ and WHH (“don’t have the agency power and are not ahead”).⟩
