The constellation
| Party | Role in the bid | Status |
|---|---|---|
| Hanns R. Neumann Stiftung | Consortium lead; holds the GIZ client relationship | Under examination — no commitment as of 2026-08-14 |
| SINE Foundation | Consortium member; supplies Key Expert 1 | Decided |
| Tell Münzing | Key Expert 1, Data Governance | Decided (Martin Pompéry, 2026-08-14) |
| Michael Opitz | Candidate Team Leader | Proposed 2026-08-14; not yet asked |
| Stefan Dierks | Fallback Team Leader / short-term expert pool | Interested; freelance from September 2026 |
| E.D.E. Consulting | Possible third member (Vietnam access, commercial vehicle) | Structural variant, unverified |
| Key Expert 2 (WP2 software) | Open | To be defined in the week of 17.08.; possibly HRNS-dependent |
How it came about: Dierks approached Opitz; Opitz is the route to HRNS. ⟨Note: per Martin Pompéry, Slack, 2026-08-13.⟩
Decisions on record
Martin Pompéry, Slack, 2026-08-14 — four binding calls:
- Tell Münzing = Key Expert 1 Data Governance, not Team Leader.
- Client relationship: yes — it is acceptable that HRNS holds the GIZ relationship, including the consequences for the 2027 extension option (the option would be decided between GIZ and HRNS, June–July 2027).
- Tandem: no — no tandem Team Leader, and no clarification question to GIZ, although the binding Q&A v2 (29.07.2026) explicitly permits a tandem. ⟨Inference: the tandem was rejected partly because criterion 2.6 (expert pool) is scored as the average of its members — the only multi-person precedent in the assessment grid, and a bad one for a tandem in the 24 %-weighted Team Leader slot.⟩
- Key Expert 2: yes to pursuing the coffee&climate app developer lead.
Team Leader — candidates against the ToR profile
The Team Leader slot carries 24 % of the assessment, the single largest block; within it, criterion 2.1.5 (three years of leadership experience) at 5 % is the highest-weighted individual criterion in the whole grid. ⟨Source: assessment grid; see assessment mechanics.⟩
| ToR requirement | Michael Opitz | Stefan Dierks | unnamed HRNS manager |
|---|---|---|---|
| Master’s in political/social science, law, agriculture, rural development, agricultural economics or development studies | MSc Agricultural Economics — literally on the list | M.A. Angewandte Kulturwissenschaften — arguable as social science | ⟨Inference: presentable at 250+ staff⟩ |
| English C1 | assumed | ”Full Professional” | assumed |
| 5 yrs sustainable agriculture / agri supply chains | 34 yrs coffee and cocoa | ~20 yrs Tchibo/Melitta | yes |
| 5 yrs digital transformation / data governance | not evidenced | regulatory work, not data governance | unclear |
| 3 yrs leadership (5 %) | 33 yrs Managing Director | 14+ yrs leadership | yes |
| 3 yrs regional experience in 2 of LatAm/Africa/Asia | ⟨Inference: GIZ extension, E.D.E. Vietnam, HRNS on three continents⟩ | no foreign posting in profile; Spanish “Elementary” | yes |
| 5 yrs development-cooperation experience | 4 yrs inside GIZ itself (1988–1992) | not evidenced | yes |
| 3 yrs direct smallholder / agri-MSME work | E.D.E. + HRNS, 386,000 farmer families | not evidenced | yes |
⟨Sources for the person rows: the three LinkedIn profile exports of
2026-08-14 under sources/people/; for the requirement column, ToR ch. 4.⟩
The finding that changed the recommendation: Opitz is the only candidate whose profile documents rather than argues the criteria. He was modelled as a channel to HRNS for a full day before anyone checked him against the profile he fits best. ⟨Inference: his own CV was available throughout — what was missing was not the source but the question. Recorded here because the failure mode is reusable: a complete assessment grid applied to an incomplete candidate list.⟩
His single gap — digital transformation / data governance — is exactly what Key Expert 1 supplies, so the Opitz/Münzing split maps the two profiles onto the two roles with less overlap than any other pairing.
What Opitz’s profile does not establish: availability or willingness. “Former Managing Director, July 2026 – Present” indicates an open phase, not capacity for 56 fee days of field-bound work over twelve months.
On Dierks: the profiles resolved two of four reservations (degree arguable; 14+ years of leadership documented, which secures criterion 2.1.5) and left the two heavier ones standing. Regional and development-cooperation experience are absent from a profile that itemises awards, publications and board mandates — ⟨Inference: in a profile of that granularity, absence is weak evidence of absence, not merely missing data.⟩ The pre-registered trigger that would have promoted him to first choice was therefore not met. What was underweighted instead: 17 years at Tchibo, 7 of them as Head of Corporate Responsibility at an ICP founding member. The open question that could still change his rank: in which ICP, coffee&climate or Tchibo origin-country projects was he formally named between 2006 and 2019, in what role, in which countries, in which years?
Key Expert 1 against the profile
⟨Moved here from the person page on 2026-08-17: role assessments belong in the tender context, per Martin Pompéry. The person page keeps the decision and a pointer.⟩
Tell Münzing is Key Expert 1, Data Governance — decided by Martin Pompéry, 2026-08-14, explicitly not Team Leader. The role carries 17 % of the assessment.
What his profile settles for that role:
- Master, Economics (Göttingen) — closes the admitted-degree question for the KE1 profile; the UEA environmental-sciences master is a second.
- Four named data-governance artefacts, three of them adopted frameworks rather than publications: MPC carbon benchmarking with Cozero (2021), the Data Commons whitepaper (2022), the PACT framework for WBCSD (2023), and iLEAP with the Smart Freight Centre (2025). ⟨Inference: for a data- governance expert an adopted framework is the stronger form of evidence than an authored paper.⟩
- 1998–2007 at SustainAbility Ltd, “collaborating globally with companies, the UN, and NGOs” — the closest thing in his record to development-cooperation exposure, though not development cooperation in the ToR’s sense.
⟨Inference: the KE1 decision survives the profile evidence, but its justification changes. Not “Tell cannot lead” — the Team Leader role is scored on field presence and origin-country experience, which is a different axis from the one he is strong on.⟩
What the profile does not establish, and the CV form requires: languages with levels, nationality, availability in fee days, and the four artefacts in reference format (client, country, year, own role, volume). See open questions on his page. Was blocking for the KE1 CV before the 21.08.2026 deadline. ⟨Lint 2026-09-14: that deadline has passed and the wiki records no outcome — the item is a pre-deadline snapshot, not a live task. See open tasks #5.⟩
Scenarios for splitting the work packages
| Dimension | A′ (Opitz TL) | A (HRNS TL) | B (Dierks TL) | C (no bid) |
|---|---|---|---|---|
| 2.1 Team leadership (24 %) | high, evidenced | high, unnamed | medium | — |
| WP3 field access | Uganda + Vietnam via E.D.E. | Uganda + partner | Uganda + partner | — |
| Selection / release risk | low — person named and out of office | medium–high | low | — |
| Client relationship | HRNS | HRNS | HRNS | — |
- A′ — Opitz as Team Leader, Tell as KE1. Recommended.
- A — an unnamed HRNS manager as Team Leader. The institutional fallback; strong on paper, but the bid cannot be written against a person who has not been named, and a foundation releasing 56 fee days of its best regional staffer does not do so casually. The question to HRNS is not only whether but whom.
- B — Dierks as Team Leader. If both fail, or if he can produce named origin-country projects.
- C — no bid this round. Was to hold if HRNS did not commit by 18.08.2026. ⟨Inference: not framed as a retreat — the FAO/GIZ programme line of June 2026 indicates further opportunities. The counter-argument must show that a complete bid can be produced in five working days.⟩
Formalia — five items
- Handelsregisterauszug, no older than six months, per consortium member. A foundation has a Stiftungsverzeichnis entry, not a commercial register entry — to be clarified, with authority turnaround time inside a four-day window.
- Each consortium member files its own self-declaration; the eligibility criteria are met by the members “taken as a whole”, and a capacity loan (Eignungsleihe) is permitted.
- 5/6 rule for individual consultants: a declaration that less than 5/6 of self-employed income over the past and coming twelve months comes from GIZ contracts. False declaration triggers damages liability. Relevant for Dierks as a freelancer from September 2026.
- Prior GIZ employment must be disclosed — the self-declaration asks whether “I, or an expert proposed in the tender, currently hold(s) or previously held an employment relationship with … GIZ … or one of its predecessor organisations (including internships)”, with no time limit. Opitz’s GTZ years 1988–1992 must be ticked. Grounds for exclusion are regulated separately under §§ 123/124 GWB, so disclosure is not itself a disqualifier. ⟨Source: eligibility declaration, general information section.⟩
- Which legal person supplies Tell Münzing. His references (PACT, iLEAP, Data Commons) attach to SINE; his contact address to 1Transformation. The clean form: SINE is the member, Tell is SINE’s named expert.
Pilot countries
The tender admits nine countries (Burundi, Cameroon, Colombia, Kenya, Nigeria, Peru, Uganda, Vietnam, Tanzania) and binds the choice to a national legal framework giving farmers legal control over their data.
Measured against hrnstiftung.org/regions, HRNS is present in exactly one of them — Uganda. ⟨Inference from the foundation’s own regions page, 2026-08-14.⟩
That measure turned out to be the wrong one. Opitz’s CV line “E.D.E. Consulting, 1992–2005” led to a second candidate country: Vietnam, via the group’s consulting company and its Hanoi office. ⟨Inference from search results on E.D.E. Consulting — the weakest source class in either dossier; see E.D.E. Consulting. Verifiable in two minutes by asking Opitz.⟩
The generalisable point: the regions page is demonstrably incomplete as a measure of group-internal reach, and there is no reason to assume Vietnam is the only case found this way. The right question to HRNS is not “which countries are you active in” but “in which of the nine admitted countries does any company of the group hold a presence that carries field access”.
Conflict of interest ⟨Inference⟩
Three of the four named participants sit on the buyer/trader side of the coffee chain: HRNS is the foundation of the Neumann Kaffee Gruppe, one of the largest green-coffee traders; Dierks comes from Tchibo and Melitta; Opitz’s career has run inside the Neumann orbit for 34 years. The subject of the tender is a governance model determining who controls farmer data.
Both things are true at once, and the page does not resolve them: this is why the consortium can actually deliver — it has the field presence, the chain knowledge and the farmer relationships — and it is why an evaluator may ask whose interests the resulting governance model serves. Neither GIZ nor the ToR raise the point; addressing it in the bid costs half a page and demonstrates robustness, which makes the risk profile asymmetric.
Tell Münzing is the only participant with no tie to a market player. In the bid that is an argument, not an embarrassment.
Abgabe-Checkliste — Gap-Analyse 2026-08-17
Requested by Martin Pompéry, Slack, 2026-08-17: exactly what is still missing for the bid, each item against its originating document. Deadlines: clarification questions 18.08.2026, submission 21.08.2026, 12:00, electronic only via the Vergabemarktplatz GIZ portal. ⟨Source: Bekanntmachung CSX21.⟩
1. Five tender annexes are not in sources/ at all
The cover letter’s annex list (p. 3/3) names nine documents; five were never downloaded. ⟨Source: cover letter, “Annexes”.⟩ Two of them are needed to produce the bid, not just to read it:
| Missing annex | Why it blocks |
|---|---|
| Application requirements of GIZ (“terms and conditions for application”) | contains the mandatory CV form. ToR ch. 7: CVs “must be submitted using the format specified in the terms and conditions for application”. Its section 5.2 also governs the register extracts (referenced by the eligibility declaration, “Information to be provided by legal persons”) |
| Price schedule | the financial bid must follow it exactly; the travel budget must be broken down in its “Explanations” column (ToR ch. 5) |
| Declaration by candidate/bidding consortium | must be signed by all members and attached (eligibility declaration, “Information to be provided by candidate/bidding consortia”) |
| General Terms and Conditions (AVB) | backstopping must be priced into the fee rates per AVB § 3.1 (ToR ch. 3, criterion 1.6) |
| Data protection information | part of the document set |
2. Eligibility — decided before the technical assessment
⟨Source: eligibility declaration.⟩
- Reference projects — the hardest gap. Minimum: 3 projects with a contract volume ≥ EUR 60,000 each, from the last three years, in the field Rural Development, Agriculture, Fisheries and Food or International Trade and Standards, Global Supply Chains and Complex Economic Cooperation — and 3 projects in the region “World”. Up to 10 may be listed; a consortium may cite a single member’s projects. Per project the table requires: no., title, commissioning party, period, contract value in EUR, country, region/country experience, ODA-financed (≥ 50 %) yes/no, brief description. Status: not one project is documented in that form for SINE, HRNS or E.D.E. SINE’s four artefacts (Cozero 2021, Data Commons 2022, PACT 2023, iLEAP 2025) carry neither a contract value nor a field assignment, and none sits in the agriculture field; HRNS’s programmes (ICP, coffee&climate, aCLIMAtar) are named without commissioning party, year or value.
- Average net annual turnover ≥ EUR 190,400 over the last three financial years — no figure on record for any member. HRNS’s endowment figure (€150M vs. €30M, contradictory) is a different metric and irrelevant here.
- Average ≥ 5 employees and managers over the last three calendar years — HRNS has 250+/270 staff, but as a point-in-time figure, not a three-year average; no figure for SINE.
- Register extract per member, ≤ 6 months old. A Stiftung has no commercial-register entry → candidate clarification question for 18.08.
- A separate self-declaration per consortium member; criteria met by the members “taken as a whole”; capacity loan permitted.
- GIZ prior-employment box — Opitz’s GTZ years 1988–1992 must be ticked (see formalia item 4 above).
- 5/6 income rule for individual consultants — Dierks as a freelancer from 09/2026.
3. Five CVs, GIZ form, max. 4 pages each
ToR ch. 7 additionally: the CV must show the position/job the person held in the reference project and for how long. Criteria per role: ToR ch. 4.
| CV | Weight | What is missing |
|---|---|---|
| Team Leader — Opitz | 24 % | 2.1.4 (5 yrs digital/data governance) not evidenced; 2.1.6 regional experience only inferred; availability/willingness never asked (56 fee days) |
| Key Expert 1 — Münzing | 17 % | languages with levels + nationality; availability in fee days (51); the four artefacts in reference format (commissioning party, country, year, own role, volume); and substantively 2.2.6 (3 yrs LatAm/Africa/Asia), 2.2.7 (3 yrs DC-funded), 2.2.8 (3 yrs smallholders/agri-MSME plus specialist EUDR knowledge) are not evidenced |
| Key Expert 2 | 17 % | no person. Two leads only (Melting Experience; Alliance of Bioversity/CIAT), nobody checked against 2.3.1–2.3.8 |
| Expert pool, member A (social science) | 9 % (average of both) | nobody named. Master; C1 English and Spanish/French/a national language; 3 yrs capacity building/training design; 3 yrs training-of-trainers; 3 yrs region |
| Expert pool, member B (technical) | same | nobody named. Master CS/data science; 5 yrs systems integration/backend/platform ops; 3 yrs digital wallets & API integration; 3 yrs in one of the nine countries |
Three of five CV slots are unfilled. Soft skills are required of all members (team, initiative, communication, socio-cultural, efficient/client-focused, interdisciplinary).
4. Technical bid — 10 pages, structured by the weighted criteria
⟨Source: ToR ch. 3 and ch. 7 + assessment grid.⟩ Nothing of this is written yet. Required sections: strategy 1.1.1/1.1.2, cooperation 1.2, steering 1.3.1 + results-based monitoring 1.3.2, processes 1.4.1 + operational plan/schedule 1.4.2, knowledge management 1.5.1 + scaling 1.5.2, project management 1.6, option 1.7. Inside 1.6 three separate deliverables: a personnel assignment plan (all experts, assignment dates in expert days, locations, allocation of work steps), an explicit gender-equality/equal-opportunity/anti-discrimination approach as part of that plan, and a backstopping concept (six listed services). Font ≥ 11, English, content past page 10 unassessed, external links disregarded.
Two substantive matters the concept must resolve: the WP2b scheduling contradiction (prototype March 2027 vs. WP3 cooperative workshops July 2027 — confirmed as intended by Q&A v2 answer 2, so it needs an iterative resolution) and the choice of two pilot countries with the required national legal framework.
5. Financial bid
Price schedule format exactly; fee days 56 / 51 / 30 / 2 × 20; travel EUR 34,000 fixed against evidence; CO₂ offset EUR 2,000; flexible remuneration EUR 15,000; backstopping inside the fee rates; VAT place of supply Germany. ⟨Source: ToR ch. 5; draft contract.⟩
6. Non-documentary blockers
Unchanged from the list below: HRNS’s commitment (and whom they release), Opitz’s availability, E.D.E.’s Vietnam status and thresholds, a named Key Expert 2, and which legal person supplies Tell Münzing.
Ranking by what kills the bid earliest: reference projects (§2.1) → HRNS commitment → the two missing forms (CV template, price schedule) → Key Expert 2 and the two pool CVs → the 10-page concept.
Open and blocking as of 2026-08-17 — historical, deadline since passed
- Opitz: availability and willingness for the Team Leader role — never asked. Everything in scenario A′ hangs on it.
- HRNS commitment to lead the consortium (Sorgenfrei/Hadem); and if yes, whom they release.
- E.D.E. Vietnam: currently active? What is the company’s present legal relationship to HRNS? H10/H11 turnover and headcount thresholds?
- Dierks: named ICP/origin-country projects 2006–2019.
- Key Expert 2 — two tracks: Melting Experience (built the c&c toolbox for HRNS, offline mode, Red Dot and iF Design Award 2025) and Alliance of Bioversity International / CIAT (built aCLIMAtar with HRNS). Both are leads, not candidates: no named individual has been checked against the formal KE2 criteria.
- Three reference projects in region “World” with ≥ €60,000 each, per the technical-capacity minimum.
- Stiftungsverzeichnisauszug in place of the Handelsregisterauszug.
- Legal-framework check for both pilot countries (Uganda Data Protection and Privacy Act 2019; Vietnam’s personal-data decree).
